Tashkent, Uzbekistan (UzDaily.com) -- On 6 August, Minister of Agriculture Jamshid Khodjaev made a report at the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on ongoing work on the effectiveness of the transition to a cluster system for growing fruit and vegetable products in the country and promising tasks in this direction .
In recent years, serious attention has been paid to the transition to a cluster system in the agricultural sector of our country, the development of their activities. Today, as a result of the reforms implemented in this area, only 47 clusters specialized in fruits have been organized in the republic, 13.5 thousand hectares of land have been allocated for them. The clusters have refrigeration facilities with a capacity of 15.9 thousand tons, sorting rooms - 7 810 tons, calibration rooms - 800 tons, 4 modern laboratories, sorting and packaging workshops for 23 201 tons of fruits. 1,046 permanent, 1,085 seasonal jobs organized. This year, the clusters plan to export products for US$127.26 million, of which, until 1 August, export work was carried out for US$7.29 million.
As the Minister Jamshid Khodjaev noted, the Ministry has developed a draft law of the Republic of Uzbekistan “On Organic Agriculture”, the possibilities of reforming the procedural mechanisms in this field are analyzed. The ministry also developed a strategy for the development of agriculture of the Republic of Uzbekistan for 2019-2030, the process of its agreement with ministries and departments is ongoing.
It is envisaged to develop more than 30 regulatory documents in 9 sustainable areas identified with the draft Roadmap developed to ensure the implementation of the strategy. In particular, it is planned to create a legal framework on such pressing issues as the development of a system of good agricultural and environmental practice (GAEP) on the implementation of minimum environmental standards and requirements, simplification of the allocation of land for agriculture, protection of rental law in relation to land and improving the procedure for using it as collateral, introducing a secondary lease mechanism, improving the procedure for financing the cultivation of products for state procurement and the introduction of market mechanisms in the pricing system, the application of government interventions in the food market, and others.
As noted in the information, in order to provide international trade operators in agro-logistics complexes and centers of integrated services for the sale of agricultural and food products that meet the requirements of international standards, the Ministry of Agriculture together with the Uzstandard agency in cooperative participants, dekhkans and farmers, agroclaters carried out certain practical work on the introduction of the requirements of the international standards “Global GAP”, “Organic”, “Halal”, “HACCP”, “ISO 22000”. In addition, the clusters pay special attention to the implementation of modern agricultural technologies.
As a result of the establishment in several farms of Andijan, Namangan, Navoi, Samarkand and Surkhandarya regions of fruit and vegetable growing through drip irrigation, it is possible to ensure uniform and sufficient water for plant growth, save labor by three times, mineral fertilizers up to 40 percent, increase fertility up to 70 centners.
During the “Government Hour”, clear answers were given to a number of deputies’ questions related to the cultivation of fruits in specialized clusters according to international standards, the formation of a list of guaranteed customers who wish them, and the establishment of direct delivery of products to consumers directly from the field, processing, packaging and export of goods , transport and logistics system.
At the end of the event, the committees of the Legislative Chamber of the Oliy Majlis were encouraged to develop proposals for improving legislation and enforcement practices in this area. Along with this, we agreed to ensure effective parliamentary control over work in this direction.
