MPs discuss report of the Government

Tashkent, Uzbekistan (UzDaily.com) -- On 1 August 2019, Legislative Chamber of Oliy Majlis of Uzbekistan considered a report of the Cabinet of Ministers on the progress in the implementation of the State Program for the implementation of the Strategy of Action for the five priority areas of development of the Republic of Uzbekistan in 2017-2021 in the “Year of Active Investments and Social Development” in the first half of 2019.
Deputy Prime Minister Aziz Abdukhakimov presented the report.
As deputies emphasized, the report details all important issues. In particular, the answers to parliamentary and deputy inquiries sent to the Cabinet of Ministers and its ministries and departments were deeply analyzed. Another difference of the current report from the previous ones is that along with the work carried out, specific objects and figures, the government has submitted certain plans that are scheduled for implementation for the next six months.
The report details the main parameters of the country’s socio-economic development, the work carried out to ensure the consistent development of macroeconomic stability, as well as the economic and social spheres. The work on attracting foreign investment, creating an attractive investment climate, and raising the level of social development of the regions of the republic is especially deeply analyzed.
According to it, in the first half of 2019, gross domestic product (GDP) increased by 5.8% compared to the same period of last year, including in industrial sectors - by 6.9%, services - by 12.7%, retail trade turnover - by 6.4%, as well as agriculture, forestry and fish farming - by 2.1%, which served as a major factor in economic growth. As a result of the created favorable investment climate, the volume of utilized investments in fixed assets increased by 1.6 times, and construction work by 20%.
In January-June 2019, the state budget revenues made up 50.7 trillion soums (1.5 times more compared to the same period of last year), and expenses - 55.3 trillion soums. The highest share in the structure of expenditures of the State budget (54.4%) accounted for social expenditures. The freedom of local authorities in the formation of local budget revenues has been markedly increased.
Deputies, paying attention to work towards the development of the tourism sector, which is an important part of the current economic development, praised the fact that over the past period a visa-free regime for 30 days has been introduced for citizens of 47 countries, the number of countries with a visa-free regime has reached 65, and for citizens of 77 countries given the opportunity to purchase an electronic visa. During the reporting period, 247 new tour operators were organized, it was noted that 107 hotels with a capacity of 1.7 thousand rooms were opened, the flow of tourists was increased by 31%, the number of which reached 3 million people.
Within the framework of the “Obod Qishloq” program, the amount of work worth 1,166 billion soums was completed. At the expense of these funds, 47.6 thousand individual houses, 232 apartment buildings were repaired, landscaping work was carried out. About 637 kilometers of water supply networks were improved. Over 2128 kilometers of electric and 215 kilometers of gas networks were newly laid and reconstructed and thoroughly repaired. Also 53 social facilities and 78 market infrastructure facilities were commissioned.
As part of social programs in the field of entrepreneurship, 5.1 trillion soums of soft loans were allocated. Of these concessional loans, 4.5 trillion soums were allocated to more than 249 thousand families under the “Every Family is an Entrepreneur” program, these funds are important for them to establish their own business and create new jobs.
In the reporting period, large-scale work was carried out aimed at ensuring the implementation of 5 initiatives of the President of the Republic of Uzbekistan to popularize reading books among the population and youth, widely involving them in culture, art, physical education and sports, introducing skills in the use of computer technologies, and ensuring the employment of women. The number of sports clubs in secondary schools has been brought up to 38,554. In order to increase the knowledge and skills of young people in the field of modern information technologies, 12 educational centers of digital technologies have been organized in 9 regions of the republic and the city of Tashkent. The library fund of schools has been increased from 16.3 million to 18.6 million books. By the end of 2019, it is planned to engage 75 sewing and knitting enterprises in the republic, providing employment for 22.5 thousand women and girls.
In general, the report submitted by the government, the figures and facts presented in it were deeply analyzed by deputies. The focus of the people’s representatives was the implementation of important socio-economic tasks outlined in the state program, and relevant measures. Representatives of the parliament drew the attention of members of the government to topical issues raised during meetings with voters on the ground, as well as to a number of issues directly related to the state program.
According to the government’s report, the faction of each political party and representatives of the deputy group of the Ecological Movement of Uzbekistan expressed their point of view. In particular, people’s representatives criticized the fact that 23 (16.5%) of the 139 points of the state program were not fully enforced.
Proper measures are not taken to improve the financing of state medical institutions, as defined in paragraph 155 of the State Program, in particular, to introduce mechanisms for financing medical institutions in 16 districts according to clinical and expenditure groups for “each treatment case” and per person. The practical measures under the state program aimed at improving the quality of oncological medical services provided to the population and expanding the coverage of preventive measures have not yet been completed.
The meeting criticized the current state of internal roads, the mismatch with the required level of work on their repair and maintenance. The need was emphasized, in accordance with paragraph 178 of the state program, for the development of practical measures aimed at the overhaul and current repair of city streets and internal roads of settlements.
Currently, insufficient attention is paid to the measures provided for in paragraph 256 of the state program for the development of external transport, the logistics system, the improvement of logistics centers, the introduction of modern methods and technical means of cargo flow control. Also, some ministries have not completed work on the comprehensive development of cluster activities in cotton growing, grain growing, horticulture and other industries, the development of the National Food Security Program in the country in 2019-2024, and the organization of “investment hubs” in the regions.
The deputies emphasized that at the heart of each item, the identified tasks embodied such important goals as improving the level and quality of life of the people, achieving a sense of satisfaction among our compatriots from the work carried out by the state, and therefore noted the importance of their immediate and timely implementation. In this sense, they expressed their opinions and opinions on the implementation of the items set forth in the reporting materials, where the deadline in the state program is defined as “within a year”, in particular, “Ensuring the state registration of objects of material and cultural heritage” (paragraph 188) , “Creating animated films about historical figures and national images” (paragraph 192) and a number of other points, emphasized the need to pay serious attention to their execution.
In turn, the deputies also raised a number of important issues, which today are in the focus of attention of our society by their relevance, become the subject of heated debate by the public on social networks, in particular, members of the government asked about tinting the side and rear windows of vehicles, noted deputies a few months ago, the question of requirements regarding the inclusion of dipped cars in the daytime, as well as real estate and housing demolition. It was especially pointed out that the local khokimiyats on the ground did not comply with the requirements of the relevant decree of the President and the Cabinet of Ministers on the demolition of real estate. The representative of the government stated that these issues were thoroughly studied, most of them were resolved positively, and some issues, including the issue of tinting, will be finally resolved in the coming days. Deputy Prime Minister A. Abdukhakimov called on members of parliament to work closely to resolve similar pressing problems.
The event emphasized the need to establish systematic monitoring of the implementation of the state program in the III quarter, the effective use of all forms of parliamentary control. The need was noted for the effective implementation of measures to further improve the welfare of the population as a result of improving the performance of our country in international ratings and certain structural indicators, as well as attracting foreign investment into the national economy, creating a favorable investment climate, and social development of the regions, in this connection further strengthening cooperation with representatives of parliament in this direction. On these issues, deputies made suggestions and recommendations to the government.
Thus, after heated discussions and discussions held in the spirit of criticism and analysis, the deputies approved the government’s report.
At the end of the event, a resolution was adopted by the lower house of parliament following the consideration of the report of the Cabinet of Ministers of the Republic of Uzbekistan, which reflected proposals arising from the Address of the President of the Republic of Uzbekistan and aimed at improving the efficiency of government activities to implement the state program for the corresponding year.
