Uzbekistan to ensure sustainable reduction in the use of ozone-depleting substances by 2030

Tashkent, Uzbekistan (UzDaily.com) -- On 24 July, Tashkent hosted a presentation of a new joint project of the State Committee on Ecology and Environment Protection, the United Nations Development Program in Uzbekistan and the Global Ecological Fund dedicated to the protection of the ozone layer of the Earth.
The event, which was held in the format of the introductory seminar, was attended by the organizers of the new project, representatives of ministries and departments, as well as partners.
The project partners are the State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection, the State Customs Committee, the Ministry of Employment and Labor Relations, the Ministry of Health, the Ministry of Higher and Secondary Special Education, the Women’s Committee, the Uzstandart Agency, state and private enterprises operating in cooling and air conditioning.
The introductory seminar was opened by Ibratjon Karimov, First Deputy Chairman of the State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection. He noted that at the national level, consistent efforts are being made to fulfill the obligations of the Montreal Protocol, including strategic, legislative, institutional, technical and technological measures to stop the consumption of ozone-depleting substances, including the phase-out of HCFCs. One of the most striking initiatives in this direction is the project to accelerate the reduction of HCFC consumption from consumption, which was implemented in 2013-2018 with the assistance of the United Nations Development Program and with the financial support of the Global Environment Facility, thanks to which Uzbekistan achieved significant results in protecting the ozone layer and meeting the requirements of the Montreal Protocol.
The content and specifics of the new project were presented by the Head of the new project, Abror Khojaev. As noted, the project’s goal is to accelerate the phase-out of HCFCs in order to achieve the targets set under the Montreal Protocol by 2020, and also to increase the national capacity to ensure a sustainable reduction in the country’s HCFC dependence in the service sector by 2030.
The project consists of four interrelated components. These include: assisting in improving and ensuring compliance with national legislation and strengthening the capacity of customs and environmental authorities to control the import / export of HCFCs and alternatives to ozone-depleting substances (component 1); strengthening the HCFC reuse system and implementing demonstration projects to replace HCFCs with energy efficient technologies with zero ozone-depleting potential and low global warming potential (component 2); advocacy and resource mobilization to expand the use of advanced technologies in the refrigeration and air conditioning sector (component 3); increasing the participation and role of women in the refrigeration and air-conditioning sector, as well as the ongoing monitoring and evaluation of the project (component 4).
During the seminar, participants also received information about the project work plan for the coming year, and issues related to the organizational structure of the project were raised. In addition, the specificity of the role and contribution of each partner to the successful implementation of the new project was discussed.
