Tashkent, Uzbekistan (UzDaily.com) -- Presidential Decree on measures to reform management in the field of higher and secondary specialized education was adopted.
The decree defines the main directions of the cardinal improvement of the system of higher and secondary specialized vocational education.
The vocational education center of the Ministry of Higher and Secondary Specialized Education has been abolished and all its rights and obligations have been transferred to the Ministry.
The Ministry is determined by the authorized state body for the implementation of a unified state policy in the field of higher, secondary special and vocational education, as well as the organizational and methodological guidance of the educational process in higher, secondary special and professional educational institutions.
From 1 August 2019, when determining the salaries of the management personnel of the Ministry, the tariff coefficients for the approved wage grades according to the Unified Tariff Schedule will be applied in a one and a half fold amount.
The monthly salary increments of the staff of the central office of the Ministry will be applied in the following amounts:
- in the amount of 30 percent - to workers who have a scientific degree of a candidate of science or a doctor of philosophy (PhD) or other academic degrees of foreign countries equated to them;
- in the amount of 35 percent - with the degree of Doctor of Science or Doctor of Science (DSc) or other scientific degrees equated with them of foreign countries.
Monthly allowances will be paid to the official salary of employees of the central office of the Ministry for the length of service in the system of higher and specialized secondary vocational education from 3 to 5 years - 10 percent, from 5 to 10 years - 20 percent, from 10 to 20 years - 30 percent, over 20 years - 40 percent.
Starting from the 2019/2020 academic year, the rectors of higher educational institutions, directors of vocational educational institutions in coordination with the ministries and departments subordinate to which they are, are entitled to:
- to open in institutions of higher and vocational education for training foreign citizens certain areas of undergraduate education, specialty magistracies, professions and specialties, determine the language of instruction and the number of students (students) needed to form academic groups;
-to establish the terms, duration and cost of training on a fee-contract basis for foreign citizens wishing to study professions and specialties in professional educational institutions.
