Tashkent, Uzbekistan (UzDaily.com) -- Based on the application of the Embassy of Uzbekistan in Germany in October last year by a special body - the so-called the “Council of Elders” of the German Bundestag, consisting of current deputies and coordinating international exchange programs, decided to include the Republic of Uzbekistan in the Bundestag’s International Parliamentary Fellowship (IPS) Program from 2020.
The IPS program is implemented under the auspices of the chairman of the Bundestag of Germany and envisages the provision of scholarships to young people from partner countries for internship in the German parliament. Its main goal is to familiarize young promising personnel with parliamentary activities in the Federal Republic of Germany and to promote the expansion of inter-parliamentary ties.
Providing representatives of Uzbekistan with the opportunity to take part in the IPS Program for the first time in its history is an important indicator of the German side’s support for political and legal reforms implemented in Uzbekistan, including, inter alia, improving parliamentary activities and enhancing its role in the public and political life of the country.
Candidates applying for participation in the IPS Program must be at least 30 years old, have a completed university education (bachelor or master), good knowledge of German (B2 degree) and general knowledge of politics, public life and history of Germany. At the same time, along with persons working in parliament, representatives of other departments and organizations that have prospects for further parliamentary activity can apply for participation in the Program.
The number of scholarships provided for each individual country depends on the region of its location. In accordance with the decision of the Bundestag, a certain number of scholarships are established for each region according to the principle of proportionality (for example, only 7 scholarships are granted for the three Baltic countries).
Fellows will be selected in two stages. First, the candidates are interviewed at the Embassy of Germany. After that, an independent commission of the Bundestag with the participation of specialists from the Free University, the University. Humboldt and the Technical University of Berlin, with a trip to the country, selects and makes a decision on granting scholarships. In some cases, candidates from one country need to arrive in another country for an interview with the commission. In this case, the costs associated with the trip, incl. visa, fully covered by the German side.
IPS members receive a monthly payment of 500 euros, provided with free accommodation and medical insurance. Along with this, the German side covers transportation to Berlin and back.
At the beginning of the Program, its participants receive from the above three partner universities and the administration of the Bundestag detailed information regarding the features of academic activity and parliamentary work in the FRG.
Subsequently, the Program covers various events, seminars and practices in the office of one of the Bundestag deputies. At the same time, the fellows get acquainted with the tasks of the deputy’s office and are directly involved in its work, including in the development of expert opinions, the preparation of speeches, articles and letters, the organization of meetings and other issues of the secretariat. In addition, the trainees accompany the deputy to the meetings of the committees, factions and other bodies of the Bundestag, thereby obtaining an idea of the "inner kitchen" and the work of the parliament. It also includes visits to the constituency of the respective deputy.
Fellows may also attend classes at the Humboldt University and other universities in Berlin. Along with this, they are given the opportunity to participate in one of the special scientific programs carried out by the Free University, the Humboldt University and the Technical University of Berlin. They also take part in seminars held by German foundations on the political, economic and cultural life of Germany.
