Tashkent, Uzbekistan (UzDaily.com) -- On 26 June 2019, the President of the Republic of Uzbekistan Shavkat Mirziyoyev chaired a video-conference meeting on the development of industry in the regions, the implementation of new projects based on unused buildings and land.
Earlier, at a meeting held on 7 June, work in this direction was analyzed on the example of Andijan region. This time, issues of effective utilization of the potential of the Tashkent region are considered.
Tashkent region is one of the most favorable regions for attracting foreign investment. All cities and districts have access to sufficient electricity reserves. The road infrastructure for the delivery of products to the main consumer markets is also well developed.
However, the rate of production of consumer goods per capita is 2-3 times lower than the national average. The share of regional enterprises in the regional industry is only 15 percent. In such areas as Buka, Akkurgan, Akhangaran, Parkent, Pskent and Kuyichirchik, the industry is far behind in development.
At the beginning of this month, during the trip of the head of state to the region, a program for 2019-2020 was developed, providing for the implementation of about 800 projects worth 40 trillion 300 billion soums (US$4.8 billion). Of these, more than 300 projects are scheduled to be implemented in industry.
At the same time, taking into account the available reserves, the Working Group on the Integrated Development of Industry of the Regions formed an additional 310 projects for 2019-2022.
At the meeting, the presentation of these projects. Thus, together with the program approved in early June in 2019-2022, it is planned to implement 636 projects worth nearly 51 trillion soums (US$6.1 billion).
Within the framework of these projects, by mastering US$4.2 billion of foreign direct investment, it is planned to increase the volume of industrial production by almost 2 times, and the income of the population - by 2.1 times. This will create over 51 thousand permanent jobs.
At the meeting, each project was considered in the context of industries, cities and districts, commercial banks. Responsible persons are instructed to approve the planned schedules for the specified industrial projects and put them into operation within the designated time frame.
More than half - 60 percent of the projects proposed for the development of the regional industry are located in buildings and on land plots that have access to infrastructure, but are currently empty.
For example, in Yangiyul district alone, 250 hectares of land and buildings with a total area of 350 thousand square meters were revealed, and in the city of Yangiyul - 64 hectares of land and buildings with an area of 136 thousand square meters, which are not used.
The President noted that the simple maintenance of such objects brings nothing but harm, it is necessary to use them and create jobs and sources of income for people.
The State Assets Management Agency was instructed to carry out, together with the relevant ministries and departments, an inventory of all inefficiently used buildings and land areas, to realize the released objects to entrepreneurs through an auction or at "zero" value under investment obligations, or organize small industrial zones on their basis.
Some problems that prevent the effective use of privatized objects faced by their owners are noted. Indicated the need to assist entrepreneurs in their elimination. The meeting comprehensively addressed the issue of effective use of the potential of free economic and small industrial zones.
In our country, 21 free economic zones and 150 small industrial zones have been organized, almost 1.7 thousand small enterprises operate on their territory today. However, some of them are not sufficiently provided with engineering and communication networks.
Resolution of the President of the Republic of Uzbekistan "On measures to further improve the coordination and management of the activities of small industrial zones" dated 21 June, defines measures to improve conditions and eliminate deficiencies in these areas. This turned out to be very useful for small industrial zones in all regions of the country, in particular in the Tashkent region.
The meeting identified objectives for the development of industry in the region, the organization of new capacities based on vacant facilities. Responsible persons are instructed to form additional projects for the development of industry in the Republic of Karakalpakstan and regions on the basis of this system.
