Tashkent, Uzbekistan (UzDaily.com) -- Ms. Tanzila Narbaeva, Deputy Prime Minister of Uzbekistan chaired a meeting of the interagency coordination council on implementation of the recommendations of the Committee on the Rights of the Child in Uzbekistan. Representatives of the governmental and non-governmental bodies and international organizations discussed priorities in this area. This year also marks the 30th anniversary of the Convention on the Rights of the Child (CRC).
“The UN Convention on the Rights of the Child is the most ratified UN Treaty and has played a central role to improve the lives of children around the world,” said Ms. Tanzilya Narbaeva, Deputy Prime Minister of the Republic of Uzbekistan. “The country has undertaken several actions to realize the rights of the children of Uzbekistan and the President of the Country has issued a resolution to further strengthen the rights of the children, in line with the CRC," she added.
Participants commended the Government for demonstrating its political will and commitment towards addressing the recommendations of the CRC. They highlighted further need to strengthen monitoring of child rights and mechanisms to deal with complaints by and on behalf of the children.
Among other issues, CRC Council members discussed a process of development of a five-year action plan to address the needs of children without parental care.
“It is encouraging to see the Government’s plans to promote family-based alternative care for the children deprived of parental care. Strengthening the family support system needs an action plan on de-institutionalization and family-based alternative care for children without parental care. This is expected to shift practices away from placing children in large institutions and instead turn to community-based initiatives to prevent separation of children from their families,” said Sascha Graumann, Representative, UNICEF Uzbekistan.
Another important recommendation to address the needs of vulnerable children is to expand financing for social protection for children. This is particularly important now in the context of the ongoing economic reforms to support low-income families. Participants of the meeting agreed that strengthening of social protection for children should be prioritized.
