Tashkent, Uzbekistan (UzDaily.com) -- As part of the work plan for 2019-2020, signed by the Ministry of Internal Affairs of the Republic of Uzbekistan and the United Nations Children’s Fund (UNICEF) in our country, discussion of the evaluation of the Center for Social and Legal Assistance to Minors of the Main Department of Internal Affairs of Tashkent was held.
It was attended by international expert Matthew Taleshi and UNICEF representatives led by Mr. Afshin Parsi, Deputy Head of the UNICEF Office in Uzbekistan.
The meeting was attended by staff members of the Center, as well as inspectors for juvenile district divisions of the internal affairs bodies. In the introductory part of the meeting, it was noted that the main task of the Center is to provide social, legal, medical and pedagogical assistance to minors in a socially dangerous position, protect their rights and legitimate interests, implement measures for the social adaptation and rehabilitation of minors in accordance with age-related psycho-physiological inclinations, abilities, interests, requirements for the protection of life and health of children, the implementation of measures aimed at the formation of law-abiding behavior under ages, assisting in their social protection and diversifying, the organization of individual preventive work to prevent child neglect and juvenile delinquency.
It was emphasized that the main focus in working with minors in the Center is to provide comprehensive assistance to children in the most vulnerable category of society. First of all, with the determination of the social status of the child and his position in the family. It was also noted that the majority of children found by employees of the internal affairs agencies in the capital without the supervision of parents or persons replacing them, grow up in dysfunctional families.
In turn, the Deputy Head of the UNICEF office, Mr. Afshin Parsi, noted the readiness of UNICEF in providing technical support for the further development of the Center in accordance with international standards for providing social, legal and psychosocial assistance to children who came to the Center due to vital circumstances.
Earlier, on 12 February, an introductory meeting with Mr. Matthew Taleshi, UNICEF international expert on the development of psychosocial support services for underage children in difficult life situations was held. Then he gave recommendations that included the need to improve the quality of psychosocial services provided to children and their families who, because of their life circumstances, find themselves in a socially dangerous situation.
Evaluation recommendations also included the need to establish social workers at the Center for Working with Children with Learning Disabilities, as well as reviewing the categories of children who can be placed in the Center.
On 7, 10 and 11 May, a training seminar was held for the staff of the Center on the basics of providing psychosocial assistance to minors. During the seminar, the expert voiced the main international legal norms ensuring the guarantees and rights of the child throughout the world.
During the workshop, employees were provided with information on the peculiarities of children’s behavior in a difficult life situation, a session was held on teaching methods for assessing and monitoring the situation, the significance of psychosocial support for minors, and the approaches that should be used in working with children who have experienced a difficult period were explained.
