Tashkent, Uzbekistan (UzDaily.com) -- Agreements on close cooperation with the National Medical Chamber of the Russian Federation were reached during a visit to Moscow of a delegation of the National Chamber of Innovative Healthcare of the Republic of Uzbekistan.
During a working visit to Moscow, a delegation led by the chairman of the National Chamber Ravshan Izamov and the President of the Union of the National Medical Chamber of the Russian Federation (NMP RF) Leonid Roshal held negotiations. This was reported by the Press Service of the National Chamber of Innovative Healthcare of the Republic of Uzbekistan
During the talks, L. Roshal noted the importance of creating such a structure in Uzbekistan as the National Chamber of Innovative Health.
The Russian National Medical Chamber was formed in 2011 and, according to its head, was established within 8 years. The Union of the National Medical Chamber of Russia includes scientists and representatives of medical science and medical education from all regions of the Russian Federation who discuss issues arising during the ongoing reforms in the field of medicine and health care in the Russian Federation, and take appropriate decisions on their improvement.
One of the urgent issues for the NMP of the Russian Federation are issues related to the accreditation / licensing of doctors, especially for specialists who have completed training in clinical residency.
Also, issues related to compulsory health insurance (OMS) of citizens were discussed. According to L. Roshal, it is necessary to introduce qualitative improvements in this area, including in terms of preparing better tariff agreements in the regions, in which the Russian Medical Chamber is also actively involved.
This structure works closely with the Investigative Committee of the Russian Federation to improve the legislation, as well as to create full-fledged conditions for the investigation of incidents related to the medical field.
As part of the working visit, the delegation also met at the Ministry of Health of the Russian Federation. Here, in the course of negotiations with the participation of the leadership of the Main Department and a number of key specialists of the Ministry of Health of the Russian Federation, issues of partnership and exchange of experience in the fields of medical education, retraining and accreditation of medical workers were discussed.
Detailed information was given on the introduction of a new system of continuing medical education in Russia. It was noted that the Ministry of Health of the Russian Federation has been engaged in the issues of its implementation and improvement since 2011, with plans to complete this work by 2024.
The importance of improving the model of accreditation of medical workers was also noted, whereby the Ministry of Health of the Russian Federation takes into account the recommendations and conclusions of the Union of the Russian National Medical Chamber.
During the meeting, an agreement was reached on the establishment of close cooperation between the National Chamber of Innovative Healthcare of the Republic of Uzbekistan and the Ministry of Health of the Russian Federation in the field of continuing education and retraining of personnel.
In this regard, the Russian side is ready to invite specialists from the National Chamber of Uzbekistan to leading medical educational centers and universities for consultations, recommendations and exchange of experience.
During the visit, the delegation of Uzbekistan also visited the Clinical Hospital No. 1 of the Office of the President of the Russian Federation, where she was introduced to the Russian innovation development - the equipment used in creonohypertensive therapy (for ischemic stroke). According to experts, when using this device, the survival rate of patients with stroke is more than 30%. Today, this equipment is used in several large medical centers in Russia.
During the negotiations, an agreement was reached on conducting clinical approbation of this equipment in one of the Republican Centers in Tashkent (such as the Republican Scientific Center for Emergency Medical Aid, the Republican Specialized Center for Neurosurgery), and also supplying 1-2 devices for presentation at the Uzbekistan Healthcare 2019 exhibition.
Also there was a meeting with representatives in Russia of the American company General Electric. Currently, this company has prepared for Uzbekistan a draft screening for breast cancer in women and its treatment, which has been submitted to the Republican Cancer Research Center of the Republic of Uzbekistan for consideration. The project, in particular, provides for the provision of an investment loan to the Republic of Uzbekistan in the amount of up to 30 million US dollars, with a full training program for specialists.
Following the trip, the National Chamber of Innovative Healthcare of the Republic of Uzbekistan is developing a Roadmap on cooperation with the Russian health care structures on the basis of the agreements reached.
