A pilot project for online admission of children to schools to be implemented in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Public Education of Uzbekistan is implementing a pilot project on online admission of children to schools in Tashkent. The project is being implemented jointly with the United Nations Development Program in Uzbekistan.
At the initial stage, a new service model will be implemented in 81 schools in Tashkent. In the future, the new mechanism will be implemented in the remaining schools of the capital and regions of the republic.
The project envisages study of the current procedure for registering children in schools, identifying the limitations of the current model, improving administrative procedures, and introducing information technologies into the service delivery process.
This work is carried out in pursuance of the Presidential Decree adopted in September 2018 “On additional measures to improve the system of public education management”. According to the document, from 1 March 2019, Uzbekistan will gradually introduce a mechanism for accepting children to public educational institutions through the Centers for Public Services (TSU) and the Unified Portal for Interactive Public Services (EPIGU).
The Center for ICT development in the field of public education under Public Education Ministry hosted a presentation and discussion of the interim results of the project with key users of the service — principals of secondary schools. In particular, a new model of admission of children to schools was introduced, which is designed to increase the availability of services and minimize corruption factors.
The event discussed the difficulties faced by parents and guardians in registering children in schools. One of the main drawbacks was the lack of transparency of the process - parents do not have complete information about the procedures, deadlines, required documents, no access to micro-site schemes, which leads to the predominance of subjective factors in deciding whether or not to take a child to school. Some of the procedures that accompany the admission process - an interview, medical certificates - are not spelled out in the relevant legal acts. Short deadlines for receiving applications from parents raise questions, there is a need to reduce the number of documents provided.
To eliminate these problems, the project team has worked on the analysis of existing procedures for registering children in schools, studied international best practices and developed a new model for the provision of this service. Experts suggest improving parents’ information on all stages and regulations, placing the responsibility for developing and approving the mechanism for forming micro-sites on territorial departments of public education, and also assigning the function of registration by name of school-age children to local citizens ‘assemblies that are not typical for teachers.
The latter will determine the number of children living on each specific micro-site. There are also suggestions for improving the regulatory framework, preparing information systems and revising the timeline for collecting documents for registration of children in schools.
According to the draft administrative regulation “Admission of children to state general education institutions”, starting from March 2019, applications for enrollment of a child in school can be submitted in two ways - without attendance through the State Services Center and remotely through Single state interactive services portal.
At the initial stage, a new service model will be implemented in 81 schools in Tashkent. In the future, the new mechanism will be implemented in the remaining schools of the capital and regions of the republic.
In general, as a result of the digital transformation of the service, the reception procedure will be reduced from 6 to 4 steps, the number of submitted documents will significantly decrease. This will be a simplified and convenient service for the population. Among the expected effects are improving the quality and availability of services, ensuring the transparency of its provision, strengthening confidence in the public education system, minimizing corruption factors, and others.
After the experts’ presentation, a lively discussion took place, during which the participants discussed possible risks, pitfalls and restrictions, and also determined the next steps for the practical implementation of the project to improve the admission of children to school.
