Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan approved rules for blocking website with forbidden information.
Cabinet of Ministers adopted a resolution “On measures on improving information security in global information network of Internet”.
According to the law “On informatization”, the website can be blocked for spread of such information as:
The resolution approved a regulation on the procedure for restricting access to websites or pages of websites.
The government has established the Monitoring Center in the sphere of mass communications of the Uzbek Agency for Press and Information as the authorized body for the formation and maintenance of the Register of Information Resources of the World Internet Information Network containing information that is prohibited by the legislation of the Republic of Uzbekistan.
The center will monitor sites. Based on monitoring results, in case of detection of sites with prohibited information, the monitoring center prepares an appropriate conclusion within one working day. It should reflect: the date of the conclusion, the basis for monitoring, the subject of the study (the list of resources in which the prohibited information was identified) and the findings of monitoring.
The conclusion of the center, as well as the Expert Commission in the field of information and mass communications, which can carry out an examination of monitoring results, can be appealed in court.
The basis for inclusion in the register is the conclusion of the center on the availability of prohibited information on the site and the decision of the expert commission on the recognition of information prohibited.
After preparing the conclusion or obtaining the decision of the expert commission, the center shall enter in the register the identification data of the site distributing the prohibited information, with the obligatory indication of the conclusion or decision that served as the justification.
The Ministry for Development of Information Technologies and Communications of Uzbekistan (MITC) is taking comprehensive measures to restrict access to the site included in the register. Measures are taken with respect to sites, data of which are entered in the register.
The site is blocked within 12 hours after its data entered into the register. Users, visiting the blocked site, will see a message about entering the resource data in the register and contact details for the request.
The monitoring center will exclude site data from the registry within 24 hours based on a written (electronic) request from the owner of the resource, where he or she reports the removal of prohibited information from the site.
The Center can also exclude a site from the register by a court decision on invalidation or cancellation of the conclusion of a monitoring center or a decision of an expert commission.
The monitoring center within 24 hours from the receipt of the request of the owner of the resource verifies that the prohibited content is actually deleted from the site, and then excludes site data from the registry. MITC removes the restriction of access to the site within 24 hours.
