Tashkent, Uzbekistan (UzDaily.com) -- On 23 March, a meeting dedicated to effectiveness of the ongoing activities on accelerated development of agriculture and deepening reforms in this sphere was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.
The meeting was attended by the Prime Minister and his deputies, officials of relevant ministries and departments, leadership of the Republic of Karakalpakstan and khokims of the regions.
At the meeting, importance of timely and qualitative implementation of agrotechnical measures for achieving high yields was noted. Good germination is observed on grain fields of farmers, who timely introduced mineral fertilizers and carried out irrigation.
However, wheat growth is lagging behind in several thousand hectares of areas. This situation is observed in particular fields of Tashkent, Jizzakh, Surkhandarya, Kashkadarya, Bukhara and Namangan regions.
The main reason for this is improper management organization of the regions and districts, by employees of irrigation systems on efficient use of water. As a result, a large part of water resources intended for wheat are spent on irrigation of other crops. At the meeting it was noted that khokims and heads of irrigation networks at places should properly organize the activity on timely watering the fields.
Main measures of increasing the mineral fertilizers’ effectiveness At the meeting on the ongoing activities of accelerated development of agriculture, it was noted that compliance with the established norms on foliar feeding of wheat, that is, slurry treatment, introduction of local fertilizers into a soil plays an important role in increasing the yield. These important agrotechnical measures increase the efficiency of mineral fertilizers by 6-8 times and allow reducing the need of plants in water to 20-25 percent.
It was noted that the heads of the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats should ensure strict control over the completion by March 30 of activities on processing grain fields by chemical protection means, including a solution of fungicides and herbicides, slurry retreatment of fields once in March and at least twice in April.
Issue of preparation for grain harvesting was also discussed at the meeting. Within the framework of preparation for the season, it is envisaged to check the serviceability of technical means, to inspect the harvesters. Responsible persons were given corresponding instructions on prompt elimination of shortcomings in this area.
At the meeting, issue of qualitative campaign for cotton sowing was considered.
It was noted that this year it is planned to sow cotton on more than 1 million 71 thousand hectares of fields, which is less to 135 thousand than in 2017, and 184 thousand – in 2016. Optimization of low-yield cotton fields will allow to grow export-oriented vegetable and melons, ensure stable saturation of the domestic market, deliveries to processing enterprises and for export.
3432 soil preparation and cotton sowing units were organized for carrying out the sowing campaign in a short time, ensuring healthy shoots. In the current year, a relatively low level of precipitation is observed, therefore, cotton seeds need to be germinated on a natural soil moisture. Due to this, 1 billion cubic meters of water can be saved.
In this respect, optimal conditions for cotton sowing have been developed in Surkhandarya and Kashkadarya regions. However, by the present time cotton have been sown on 8 thousand hectares, or 11% of fields in Surkhandarya, 5 thousand hectares, or 3.5%, in Kashkadarya. The daily rate of sowing is about 1 percent. And this despite the well-known fact that the delay in sowing campaign in these regions will lead to the fact that the period of accumulation of cotton crop coincides with the hottest season of the year and most of the crop may disappear due to dry winds or pests.
The most important thing is that we are consistently solving all problems in agriculture and set an average price for one ton of cotton in the amount of 3 million 250 thousand sums. Now there is no reason to refer to the pretext repeated year after year: “There is not enough money for cotton planting, there is no fuel”. Allocated funds will be enough for all measures, said the Head of the state.
Issue of financing cultivation of cotton and grain was discussed at the meeting on accelerated development of agriculture and deepening reforms in this sphere. The need was noted for supplying mineral fertilizers, fuels and lubricants at fixed prices throughout the season. Purchasing prices for cotton and grain are set at a rate sufficient for covering costs and ensuring profit. At the same time, this year the volume of soft loans for cotton harvest is set at 6 trillion sums, which is three times more than in the previous year. Most importantly, in concessional loans allocated to farmers, there are funds sufficient for fully covering the costs for mineral fertilizers, fuels and lubricants.
– Soft loan used to be allocated for specific purposes, a farmer could not spend this money on his own. Now, distribution of loans will be carried out at district level at the request of farmers, – said the President. – We completely abandoned the practice when cotton was grown on lands where yields were less than 15 quintals per hectare. Now, export-oriented products in-demand will be grown in such fields.
At the meeting, particular attention was also paid to the organization of effective use of homestead lands. Activity of the Council of Farmers of Uzbekistan was terminated for non-compliance with the requirements, a Council of Farmers, Dehkan Farms and Owners of Household Lands has been established instead. It was stated that activities of the council on organizing the use of fertile household plots owned by the population and dehkan farms absolutely do not meet the requirements, local khokimiyats are also showing indifference in this issue.
Recently, the state of use of homestead lands in Bukhara, Navoi and Samarkand regions has been studied, during which their inefficient use in some areas was identified. Many people have 8-10 ares of household plots, but nothing is grown on them.
The Head of the state cited as an example the industrious people who are receiving high yields and large income in small areas, thus ensuring well-being of a family.
We have a fertile land, hard-working people. However, homestead lands – such a large reserve – is not used. Therefore, starting from today, it is necessary to announce a month of planting crops on homestead lands. It will be too late tomorrow if not to plant today, said Shavkat Mirziyoyev.
For helping the population in this direction, instructions were given on organizing “Tomorqa khizmati” (Homestead lands service) enterprise in districts, to create a system for providing household plots with seedlings, mineral fertilizers, chemical preparations, and providing them with mechanized and other services. The same enterprises will be engaged in purchase, processing, storage and export of crops.
At the meeting on the ongoing activities of accelerated development of agriculture, activities on harvesting fruits, vegetables, potatoes, grapes and melons were also discussed. It was noted that this year it is envisaged to procure this product by 24 percent more compared to 2017.
Instructions were given on ensuring qualitative harvesting of fruit and vegetable products, creating their reserves for the domestic market and export of a certain part.
At the meeting, responsible persons were given instructions on eliminating these shortcomings in due time, ensuring rich harvesting of all types of agricultural crops.
