Tashkent, Uzbekistan (UzDaily.com) -- A delegation headed by the Minister of Employment and Labor Relations of the Republic of Uzbekistan Aktam Khaitov continues to visit the Republic of Korea.
In Seoul, the delegation of the Ministry of Employment and Labor Relations of Uzbekistan met with the Minister of the Ministry of Personnel Management of the Republic of Korea Kim Pan Suk.
The purpose of the meeting was to discuss issues of cooperation in the field of personnel management in the civil service, organization of internships for working groups of civil servants of both organizations and exchange of knowledge, experience and necessary information related to personnel management in the civil service, as well as initialing the Memorandum of Cooperation between the Ministry of Personnel Management of the Republic of Korea and the Ministry of Employment and Labor Relations of the Republic of Uzbekistan.
During the meeting, it was noted that public administration in Uzbekistan entered a crucial phase of reforms and there was a need to increase the responsibility of civil servants in order to improve the quality of ongoing reforms.
In this connection, the draft law “On public service” was developed by the Ministry of Employment and Labor Relations of Uzbekistan. The document is directed to improve public administrative reforms and form effective system of recruitment of civil servants.
The document introduces a clear definition of the category of employees, mechanisms for protecting their interests and work, as well as types of response to cases of improper performance of their duties.
The Korean side stated that the Ministry of Personnel Management of the Republic of Korea is the central body of the Government of the Republic of Korea, which assumes responsibility for establishment and implementation of various aspects of personnel policy, such as recruitment, human resources development, remuneration, social security and pension schemes for state employees. The National Institute for Human Development, and the Appeals Commission are its affiliated institutions.
The Minister of Personnel Management of the Republic of Korea said that he and his staff are ready to assist in process of developing the personnel policy of public administration in the Republic of Uzbekistan.
The Minister of Employment and Labor Relations of the Republic of Uzbekistan Aktam Khaitov noted the importance of strengthening bilateral relations between Uzbekistan and Korea and expressed his hope that the Korean side would provide practical assistance in improving the efficiency of the public administration system, introducing a system of professional civil service personnel management, innovation and personnel policy in Uzbekistan.
In order to exchange the necessary information related to personnel management in the civil service, knowledge and experience and organization of internships for working groups of civil servants of both sides, it was proposed to initial a Memorandum of Cooperation between the Ministry of Personnel Management of the Republic of Korea and the Ministry of Employment and Labor Relations of the Republic of Uzbekistan on the above-mentioned issues. The memorandum is planned to be signed during the upcoming state visit at the highest level in the Republic of Korea.
The Korean side noted that the signing of the Memorandum would be a good foundation for strengthening bilateral relations between the ministries of the two countries.
Aktam Khaitov underlined that close cooperation in this direction gives the Republic of Uzbekistan the opportunity to regulate the internal staff policy, to develop new personnel management programs.
As a result of the meeting, the sides initialed a Memorandum of Cooperation between the Ministry of Personnel Management of the Republic of Korea and the Ministry of Employment and Labor Relations of the Republic of Uzbekistan.
The Uzbek delegation invited the delegation of the Ministry of Personnel Management of the Republic of Korea to visit the Republic of Uzbekistan.
