Uzbekistan to begin to build energy-efficient houses in rural areas

Tashkent, Uzbekistan (UzDaily.com) -- On 25 August, a project “Market Transformation for Sustainable Rural Housing” was officially launched in Uzbekistan.
The project will be implemented by the State Committee of the Republic of Uzbekistan for Architecture and Construction, the United Nations Development Program (UNDP) in Uzbekistan on the basis of grant of the Global Environment Facility (GEF).
The project objective is to provide Uzbekistan’s rural population with improved, affordable and environmentally friendly living conditions. The project seeks to transform the rapidly growing rural housing sector in Uzbekistan towards a more sustainable and low-carbon development pathway by designing, piloting and scaling-up a green mortgage market mechanism, which will boost the demand for low-carbon housing among the Uzbek rural population. The pilot regions of the project are Tashkent, Ferghana, Andijan, Namangan, Khorezm, Bukhara, and also Jizzakh regions.
The project is planned for the period 2017-2022, the total technical assistance budget is $ 6.3 million, allocated from the GEF and UNDP.
According to the third national communication of Uzbekistan to the UNFCCC, the building sector consumes a large amount of energy - total share of greenhouse gases from fuel combustion attributable to residential and non-residential buildings increased to 44% (2012), compared to 18% in 1990. The main reason for that is the growing of fuel consumption, population growth, increase in housing stock and infrastructure development over the past 20 years.
In 2016, Uzbek President approved a programme for construction of affordable housing on the basis of improved model projects of houses in rural areas in 2017-201.
The program identified new directions and tasks, which open up promising opportunities for construction of energy efficient and low-carbon buildings, which will provide greater energy savings and reduce greenhouse gas emissions, i.e. negative impact to environment.
First Deputy Chairman of the State Architectural Uzbekistan Shuhratkhodja Hashimov said that Uzbekistan has a huge potential in the field of energy efficiency and renewable energy, and this potential has yet to be studied and properly used.
He said that therefore, Uzbekistan is very interested in successful implementation of this joint project, and in particular, together with the partner in the person of UNDP and national organizations, the country will make every effort to implement the issues of increasing energy efficiency and greater energy saving in rural construction.
The project includes four components. Within the framework of the first component, it is planned to develop and introduce a mechanism of green mortgage lending to purchase rural housing.
Strengthening the local material and technical base for production and use of energy-efficient building materials and equipment, as well as renewable energy systems (photovoltaic stations for the lighting network of buildings), and the capacity to design and build energy-efficient and low-carbon rural housing will be the main objective of the second component of the project.
The third one is devoted to improvement of the regulatory and legal framework, in particular, building codes and regulations relating to the construction and operation of new energy-efficient rural housing and rural settlements.
The fourth component is aimed at introducing and developing marketing tools, as well as raising public awareness about benefits of energy-efficient and low-carbon rural housing.
