Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a decree “On measures to radically improve the system of state protection of legitimate business interests and further development of entrepreneurial activities” on 19 June.
The decree is aimed at introducing new mechanism of legal protection, representation of interests and rights of business entities through cardinal revision of priority tasks and main activities of the Chamber of Commerce and Industry of Uzbekistan.
The Chamber of Commerce and Industry of Uzbekistan will focus its efforts on protecting the rights of business entities, improving the business environment and investment climate, promoting entrepreneurship, interacting with government agencies, training entrepreneurship and training personnel, foreign economic activities and attracting investment.
The Chamber of Commerce and Industry of Uzbekistan will take measures to improve business environment and investment climate in the country. In particular, the CCI will improve the legislation in the field of business.
CCI will participate in development of state programs for development of entrepreneurial activities, formation of a favorable business environment and investment climate, as well as programs for integrated development of territories.
The decree noted that the CCI will assist business entities in organization, conduct and further development of business, create conditions and provide an opportunity to obtain the full range of services of state bodies and market infrastructure entities, provide advice and information support.
The Chamber of Commerce and Industry will provide practical assistance in obtaining access to financial and commodity resources, engineering and communication networks, technological machines and equipment, production facilities, and land plots.
In the field of entrepreneurship and personnel training, the CCI will take measures to improve quality of the system of training and retraining personnel for business structures, improve curricula in the areas and specialties of education, taking into account the needs of the economy, organization of permanent courses and training in each district and the city.
The CCI will also implement measures to develop foreign economic activity and attract investment.
The decree said that the CCI is determined as the authorized body, which will issue conclusions on draft regulatory legal acts with a view to assessing their impact on entrepreneurial activity. The document said that all draft legislative acts in the field of entrepreneurship are subject to mandatory agreement with the Chamber of Commerce and Industry.
The CCI should be informed about upcoming inspections of business entities in advance. Representatives of the CCI should be included to the public advisory councils formed under state bodies, including supervisory and law enforcement bodies.
President of Uzbekistan will hold regular meetings with businesses to discuss problems, business ideas and projects. It is also planned to organize Economic Forums of the business community, representatives of regional and international business to promote dialogue between the business community, the scientific community, Government and population on annual basis.
Under the CCI of Uzbekistan, the Centers for Promotion of Entrepreneurship will be established. The centers will provide support to business entities by creating the necessary conditions and providing an opportunity to obtain the full range of services of state bodies and market infrastructure entities of services and business services in one place.
The centers will work closely with the bodies providing state services to business entities on principle of one-stop-shop, as well as market infrastructure entities, such as banks, leasing, insurance, audit, valuation, real estate companies and others.
Centers are established in Karakalpakstan, regional centers and the city of Tashkent with their units in every city and district of the country.
According to the decree of the President, the International Commercial Arbitration Court will be established in the structure of the Chamber of Commerce. The Arbitration Court is established to ensure reliable protection of the rights and legitimate interests of foreign investors, as well as domestic companies in their relations with foreign partners.
