Widening the geographical coverage of the E-SUD system

Tashkent, Uzbekistan (UzDaily.com) -- As of May 1, 2017, about 90 thousand statements and statements of claim have been received by inter-district civil courts of Tashkent city and Tashkent region via the E-SUD national electronic case management system, which is 7.5 times over the same period a year ago.
The E-SUD national electronic case management system was developed in 2013, and it is realized within the ‘Rule of Law Partnership in Uzbekistan’ joint project of the Supreme Court of the Republic of Uzbekistan, the United States Agency for International Development (USAID) and the United Nations Development Programme.
Launching the E-SUD into inter-district civil courts ensures openness and transparency of justice, optimizes the timing of cases and disputes, reduces the number of incomplete cases, and eliminates documentation loss.
Based on successful experience of introducing the E-SUD in inter-district civil courts of Tashkent and Tashkent region, necessary switching equipment has been installed in 24 inter-district civil courts of Andijan, Fergana, Namangan, Syrdarya and Jizzakh regions, judges and secretaries’ workstations have been connected to the Internet (TAS-IX).
Furthermore, over 150 participants, including court chairpersons, judges, heads of offices of inter-district civil courts, public utilities and state tax inspection employees, as well as lawyers of Jizzakh and Syrdarya regions were trained within the specialized trainings on the E-SUD system usage.
The E-SUD allows individuals, legal entities and lawyers to file lawsuits, track cases through the electronic system at any time and anywhere, receive summons and notices electronically via the system, obtain court decisions without personally visiting a courthouse.
The E-SUD’s user growth indicates a rising interest in the system by physical persons, legal entities and lawyers.
- I believe that introduction of modern communication technologies into judicial system simplifies case-processing, removes bureaucratic barriers, minimizes direct contacts of judicial clerks with citizens, - underlined Marina Ruzanova, leading specialist of the Unitary Enterprise Production Association ‘Toshissikkuvvati’. - Since 2016, our Association has accumulated certain experience in working with the E-SUD system, which has made it quick and easy to submit, receive and consider claims. For the past 12 months of 2016, 128149 claims and in the past 5 months of 2017, 30822 claims by ‘Toshissikkuvvati’ on suing for a court order to collect debts for heat energy were submitted electronically through the E-SUD. The claims were satisfied by inter-district civil courts of Tashkent city and issued court orders to recover debts.
