Uzbek leader signs law on amending Constitution

Tashkent, Uzbekistan (UzDaily.com) -- On 31 May 2017, President of Uzbekistan signed a law “On amending certain articles of the Constitution of the Republic of Uzbekistan (Articles 80, 93, 108 and 109)”.
The law was adopted by the Legislative Chamber on 23 May 2017 and approved by the Senate on 27 May 2017. The law comes into effect from the day of official publication.
The law contains principal provisions aimed at implementing the tasks outlined in the Strategy for Action on the five priority development directions of the Republic of Uzbekistan in 2017-2021 on reforming the judicial and legal sphere, extending guarantees for the reliable protection of citizens’ rights and freedoms, increasing their access to justice, and the quality of legal proceedings, further improvement of the system of selection of candidates and appointment to the posts of judges, as well as strengthening measures to ensure environmental protection and environmental safety.
Uzbek President signed a decree “On improving the system of public administration in the sphere of ecology and environmental protection” on 21 April 2017, which the State Committee for Nature Protection has been transformed into the State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection. The committee will report to the Cabinet of Ministers of Uzbekistan.
In line with the amendments to article 80 to the Constitution, the Senate will not elect and dismiss the chairperson of the State Committee for Nature Protection on the proposal of the President of the Republic of Uzbekistan and hearing of the report of the Chairman of the State Committee for Nature Protection.
Amendments to article 93 to the Constitution, Senate will elect members of the Constitutional Court on the proposal of the President of Uzbekistan from the list of persons, recommended by the Supreme Judicial Council, including a representative from the Republic of Karakalpakstan.
Changes to article 108 and 109 of the Constitution envisages expansion of the powers of the Constitutional Court, regarding verification of the constitutionality of constitutional laws, the laws on the ratification of international treaties prior to their signing, consideration of Supreme Court appeals initiated by courts, compliance of the Constitution with normative legal acts to be applied by courts in Concrete case, etc.
These changes and additions will contribute to improvement of the state management system in the sphere of ecology and environmental protection, as well as to increase the effectiveness of the activity and authority of the Constitutional Court.
