Just three steps to connect businesses to power supply

Tashkent, Uzbekistan (UzDaily.com) -- From 1 January 2016, Uzbekistan introduced new ‘turnkey’ regulations for businesses to connect to power supply. These will include only three procedures instead of multiple procedures under the previous regulations. This novelty will help simplify connection to power supply thereby improving Uzbekistan’s international business ratings.
The World Bank’s Doing Business 2016 rates Uzbekistan 112th among 189 countries for connection to electricity. The Bank estimates that businesses today have to undergo seven procedures including design, start-up and adjustments and other works requiring preliminary clearance by relevant agencies.
The Cabinet of Ministers’ recent resolution (#280 dated 2 October 2015) provides that the majority of connection works – such as design, construction and installation, operational adjustments and other works including those carried out through professional sub-contractors – should be done by power suppliers.
With the new regulations businesses will only have to make an application supported by relevant documents to a one-stop-shop. From the one-stop-shop, the application goes to a power supplier who then provides its response to the applicant through the same one-stop-shop. This response makes the grounds for businesses to conclude a power supply contract.
As foreseen by UNDP’s ‘Business Forum of Uzbekistan (Phase III)’ Project, with the new simplified regulations reducing 7 procedures to 3, and requested 7 documents to 3, connection to power supply will become faster as it will take 69 days instead of 89.
The new ‘turnkey’ regulations will also apply to connection to gas supply for businesses.
