Transition to low-carbon development discussed in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- Final seminar of the joint project of the UNDP and Ministry of Economy of Uzbekistan “Supporting Uzbekistan in Transition to a Low-Emission Development Path” was held in Tashkent on 14 October 2015.
The main result of the project is development and approval of the Strategy of Low-Emission Development of Uzbekistan”. The document was supplemented with the publication “Road map in transition to a Low-Emission Development Path” and “Targeted figures on decreasing electricity consumption and emission of greenhouse gas in key sectors of Uzbekistan”.
The Strategy of Low-Emission Development is a national strategy directed at integrating climate change issues to sustainable development of national economy. This political tool will help identify sources of greenhouse emission in the country and efficient ways of their decreasing.
Each developing country after adopting own low-carbon development strategy can receive international aid via climate financing as implementation of the strategy contribute to global reduction of greenhouse emissions.
The Government of Uzbekistan pays special attention to low-carbon development in sectors of national economy. In the context of the need to further enhance the competitiveness of produced goods such interest associated with the prospects of reducing its carbon capacity, and as a result, production costs, by reducing energy costs.
Energy saving and increasing energy efficiency will allow to save the volume of primary energy sources, first of all natural gas. So, investments into energy efficiency and renewable energy will decrease expenses for energy and decrease the volume of greenhouse gas into atmosphere.
In order to present strategy, a special seminar was organized in Tashkent. Representatives of ministries and departments of Uzbekistan attended the event.
The seminar participants discussed improving energy efficiency and use of renewable energy, transition of Uzbekistan to resource effective modules of growth and international experience in transition to low-carbon development.
Key partners of the project share the result of cooperation with the UNDP project in energy, oil and gas, as well as renewable energy.
It was underlined that the project allowed to expand structure of the delegation of Uzbekistan at annual climate summits, organized within the UN Framework Convention on Climate Change as representatives of the Ministry of Foreign Affairs and Ministry of Economy joined to the Uzbek delegation.
The participants underlined that three modules of electronic courses “Main directions of international agreements on climate change” was developed and tested among over 500 students of Tashkent and regional universities, as well as six topical reviews.
The project will allow to strengthen national potential via realization of the projects of Clean Development Mechanism.
The national portfolio of the CDM was formed. Fifteen CDM were registered, which allowed annually decrease over 6.5 million greenhouse emissions (in equivalent of CO2). The projects helped to save over 1 billion cubic meters of gas (according to international audit) due to modernization of gas distribution network in nine regions of Uzbekistan.
The project on energy efficiency of rural construction (5 million euros) was developed and transferred to International NAMA Fund. Developments of the application were used at preparation of applications to GEF and Green Climate Fund.
Demonstration centers on biogas technologies were created in Syrdarya and Khorezm regions. The centers held over 17 educational seminars on increasing energy efficiency of buildings and introduction of renewable sources of energy. Number of biogas facilities in Uzbekistan rose from 16 in 2011 to 42 in 2015.
The project also helped to improve legislation base on renewable energy.
