Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan discussed a draft law “On introduction amendments to the law “On state bodies in place” at the session on 30 April 2015, the press service of the lower house of the parliament said.
The amendments are directed at further democratization of the system of powers and governance of the state and expanding rights and authorities of the parliament and its controlling functions.
In line with the amendments to the Constitution, the responsibility of executive body and governors strengthened before representative bodies of the state. In line with article 103 to the Constitution, governors of districts, cities and regions provide reports on important and actual issues of social-economic development of the regions, districts and cities to the local Council of People’s Deputies.
In order to implement these mechanisms, it is planned to include article 251 to the law “On state power in places”, in line with which district, city and regional governors present their reports on social-economic development of the area to the Council of People’s Deputies. The MPs will consider reports based on assessments and tasks, determined at the session of the Cabinet of Ministers and Council of People’s Deputies.
Member of UzLiDeP faction at the Legislative Chamber Komiljon Ernazarov said that each year the Cabinet of Ministers hold session to discuss results of activities of the Government, regional governors and Tashkent city for previous years and determine important priorities for social-economic development for upcoming year.
Later, the session is analyzed in places, which ensures implementation of priorities and strategy of the government, he said. The amendments to the law envisage consideration of reports of the governors at the session of Councils of People’s Deputies in places, he said.
Ernazarov said this serves to ensure systematic consideration of important social-economic development of the regions.
Member of faction of Democratic Party of Uzbekistan Milliy Tiklanish M. Husanova said that consideration of reports of the governors by local Councils of People’s Deputies justifies itself. MPs of the Legislative Chamber of Oliy Majlis and members of the Senate of Oliy Majlis can participate in the sessions of the Councils of People’s Deputies.
F. Eshmatova, member of People’s Democratic Party of Uzbekistan, said that Deputies of Local Councils of People’s Deputies will give their recommendations and proposals of further improving work of local administrations and measures to ensure control over execution of decisions.
Member of Adolat Party Yo. Holyorov said that the draft law envisages that the reports of the governors and decisions of the Councils of People’s Deputies will be published in official editions and websites of the state bodies, which will ensure openness and transparency of their activities.
Adoption of the draft law will ensure strengthening control of the state bodies in places and improving responsibility of local executive bodies in realization of social-economic development tasks.
Legislative Chamber passed the draft law in the first reading. MPs considered other issues, which belongs to jurisdiction of the lower house of the parliament.
