Draft law “On management of state property” prepared for second reading

Tashkent, Uzbekistan (UzDaily.com) -- Committees of the Legislative Chamber of Oliy Majlis of Uzbekistan are working on improving draft laws and their preparations in next reading. The working groups were formed and they include experts and representatives of corresponding spheres.
Committee on budget and economic reforms of the Legislative is preparing a draft law “On management of state property” to next reading. The document was developed to implement the Concept of further deepening democratic reforms and forming civil society in the country, the press service of the Legislative Chamber said.
One of key tasks is to decrease state presence in economy, further increasing role and importance of private property, forming competitive environment and raising competitiveness of products goods, improving corporate management system.
Currently, relations on state property management regulated with such documents as Constitution, Civil Code, Land Code, Tax Code, Habitation Code, law “On property in Uzbekistan”, “On state powers in place”, “On renting” and others.
At the same time, these normative-legislative acts do not cover all aspects of regulating the sphere and they do not always have a single meaning.
The Draft law “On management of state property” was developed in Uzbekistan based on studying legislation of France, Spain, Russia, Kazakhstan, Ukraine and Georgia.
The document envisages that the Cabinet of Ministers on regular bases adopts programmes on management of state property of strategic important for short and long-term perspectives. The programmes will set individual priorities on each state property and tasks for their achievement.
The working group continues work on the draft document.
