President outlines priorities of development for 2015

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov outlined main priorities of economic programme of the country for 2015.
Speaking at the session of the Cabinet of Ministers, Uzbek leader said that Uzbekistan should boost exports and promote its products in external markets to ensure inflow of hard currency and creation new capacities, as well as jobs.
He said that it is necessary to develop and support those industries and production capacities, which have high competitiveness in external market and serve as locomotive for further development and modernization of economy.
Uzbek head said that Uzbekistan many times faced when prices to resources like cotton or other raw material decreased. He said that Uzbekistan should ensure deep processing of raw cotton and supply cotton yarn and fabrics abroad and master technologies on production of ready textile products.
Islam Karimov said that Uzbekistan should introduce modern technologies on processing raw and semi-raw materials, construction of new enterprises in oil and gas, petrochemical and chemical and electrotechnical sectors. He said that Uzbekistan should produce textile, leather-footwear, food, pharmaceutical, electronic products, construction materials for internal, regional and external market.
Islam Karimov said that the Government should develop a programme on structural reforms, modernization and diversification of production for 2015-2019 within two months.
President of Uzbekistan Islam Karimov said that Uzbekistan should eliminate all barriers and limits before private businesses and provide them more freedom to development.
Uzbekistan improved legal framework for development of private businesses and share of the state decreased in many industries, he said. Karimov underlined that private sector is more efficient compared to state enterprises.
President said that there are many barriers, which hinder development of private sector. He said that the Government should critically re-consider its relations with private sector, provide strong legal guarantees to their activates.
He said that access of small businesses to raw resources should be improved further via increasing the volume of realization of goods via exchange and fair trades.
It is also necessary to eliminate interference of state bodies into activities of business entities, Islam Karimov said.
President Islam Karimov said that it is necessary critically assess level of presence of the state in economy and decrease it to strategic and economically well-grounded sizes. He said that the Government should reconsider share of the government in economy and increase presence of private sector in the sectors of economy.
He said that low income, unprofitable and insolvent state enterprises should be realized to investors, including foreign investors and create new modern production capacities based on them.
He said that State committee of Uzbekistan for privatization, demonopolization and development of competition should analyze all enterprises and objects and develop new programme on privatization of state assets for 2015-2016.
President noted that Uzbekistan should also fully change principles and approaches on corporate management system and incorporate international standards. He said that activities of joint stock companies should be revised and compared with foreign analogues.
He said that there are over 1,100 joint stock companies and their charter capital makes up over 11.7 trillion soums, which rose 5.3 times in last ten years. He noted that there are problems in development of joint stock companies, including in dissemination of income, protection of rights of minority shareholders, etc. President of Uzbekistan spoke about attraction of foreign investors into country. He underlined that over 4,000 enterprises with foreign capital from 90 countries operate in Uzbekistan. Karimov said that experience of foreign companies on corporate management should be studied.
Islam Karimov said that Uzbekistan should further develop localization of production and inter-industrial cooperation. Creation of own production based on local raw materials to replace import will ensure independence of Uzbekistan, he noted.
Uzbek leader hailed experience of the country in localization of production. He said that localization of production helps to rationally use currency resources and provide jobs to population.
Islam Karimov instructed ministries, departments, association and companies to develop a programme of localization and production of ready goods, components and materials for 2015-2019.
Structural reforms in economy cannot be achieved without development of infrastructure, first of all, information-communication systems, road-transport and engineering-communication construction, President stated. He said that the country should focus on construction of roads, optic-fibre lines, broadband internet, digital television, etc.
Uzbek leader said that 260 km of railroads will be rehabilitated in 2015 to ensure reliable and uninterrupted transportation of passengers and cargoes. He said that 13 projects will be implemented in this direction. Construction of electrified railway road Angren-Pap with the length of 124.1 km, electrification of railroad Marakand-Karshi with the length of 140 km and Karshi-Termez with the length 325 km and others are among these projects.
President Islam Karimov said that increasing prosperity and life standards of population should be also addressed by the Government. Medical and healthcare institutions should be developed further and equipped with modern equipments and tools. Large volume of resources will be allocated from the state budget to this direction, he added.
The Government also should pay attention to support of elder people, solve their problems, create necessary conditions for their leisure.
