Lack of energy-efficient “green” building results in US$1.1bn loss

Tashkent, Uzbekistan (UzDaily.com) -- On 18 March 2014 the Center for Economic Research (CER) presented the results of “Housing and Public Utilities: Challenges and Prospects” Policy Paper delivered by the head of Economic Transformation unit, J. Fattakhova, during the Round Table discussion devoted to preparation of National Program on Promoting Energy Efficiency in Public Buildings.
The Round Table was organized within the scope of “Efficient energy consumption as a basis for sustainable economic development of Uzbekistan” UNDP and Ministry of Economy Project and “Promoting Energy Efficiency in Public Buildings in Uzbekistan” UNDP/GEF and State Architecture Company Project. More than 50 representatives from ministries, agencies, research institutes and UNDP participated in this discussion.
In the presentation of “Housing and Public Utilities Architecture: A balance between centralization and autonomy” it was mentioned that the existing model of housing and public utilities, which is a centralized municipal infrastructure with technologies of 20th century, based on cheap energy costs, does not fit the needs of a rapidly growing economy.
The wear-out level of communications constitutes about 50-70%, which contributes to the loss of resources. In the whole country for every 10% over-regulatory network losses of water, electricity and gas financial losses are about US$130 million. In the housing unit because of the lack of energy-efficient “green” building the losses of the sector are US$1.1 billion.
In terms of the growth of requirements for the quantity and quality of public services the necessity to find a balance between centralized and autonomous format of sector development is amplified. But such “mixed” format of housing and utilities involves a significant investment not only to maintain a centralized municipal infrastructure, which cannot be replaced at once, but also for the development of autonomous sources of production utilities.
The generation of investment is possible by attracting private investments in the format of Public Private Partnerships (PPP). However, this should be accompanied by not only the improvement of the institutional and tariff policies, but also by the adjustment of principles and rules of urban development and strengthening the focus of industrial policy in certain areas.
Presentation of the key results of the Policy Paper provoked a live discussion among the participants. In particular, the questions addressed the need of development of low social standards of consumption of resources, the creation of a flexible tariff policy, which takes into account the interests of all segments of the population, as well as a more extensive research in the field of resource consumption and expenditure.
