Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan hosted a seminar “Importance of law of Uzbekistan “On ratification of a protocol on use of the agreement on free trade zone from 18 October 2011 between its member states and Uzbekistan (Minsk, 31 May 2013)” on 17 February 2014.
The seminar was organized by the Committee on international affairs and inter-parliamentary relations of the Legislative Chamber and it was attended by MPs, representatives of ministries and departments.
It was underlined that the concept of foreign political activity of Uzbekistan says that one of priority is to develop relations with member states of the CIS in political, economic and cultural-humanitarian spheres. At the session of the Council of heads of the states of CIS in Minsk, President Islam Karimov underlined that creation of full zone of free trade is one of priorities and important tasks.
Among the goals of creation of free trade zone is to improve life standards of population of the CIs states, form condition for free movement of trade, integration to international economy and international trade system based on international norms and agreements of WTO.
The agreement covers wide scale issues, related with trade of goods, including export-import customs duties and non-tariff limits, national regime in relation of excise tax and public procurement.
The agreement also sets rules for determining country of origin, transit, re-export, use of protection, anti-dumping and compensation measures, issues of competition and subsidies, etc.
The protocol to use of the agreement on free trade zone strengthens legal mechanisms of use of the agreement between its member states and Uzbekistan. It sets customs duties to imported and exported goods, ban and quantity limits, and other issues.
According to MPs, Uzbekistan is an only member of the agreement, which joined to it on special conditions, including transition period till 31 December 2020. During transition period, Uzbekistan will keep right to use internal taxation rules, including excise tasks for imported and produced goods, set in line with agreements between Uzbekistan and other states of the agreement.
Till 31 December 2020, Uzbekistan will keep order to solve disputes with the members of the agreement on bilateral negotiations. The document also clarifies other rules, which meet economic interests of Uzbekistan.
At the seminar, the participants analyzed conclusions, made based on studying of national and international experience, discussed other issues related to implementation of the document.
