Draft Water Code of Uzbekistan presented in Samarkand

Tashkent, Uzbekistan (UzDaily.com) -- The project of the Ministry of Agriculture and Water Management of Uzbekistan and the UNDP “Integrated Water Management and Water Efficiency Plan for Zarafshan River Basin” held a workshop in Samarkand on 1 November 2013.
The workshop was aimed at presenting and discussing a draft Water Code of Uzbekistan, sectoral strategic plans, and the plan of integrated water management and water efficiency for Zarafshan River Basin.
Representatives of water sector of Samarkand, Navoi, Jizzakh and Kashkadarya regions, water inspections, Association of Water users, as well as experts of inter-departmental working group, key ministries and departments, as well as the UNDP project participated at the seminar.
The participants considered four sectoral strategies on improving water supply and sanitation, management of water resources, increasing efficiency of water in water-energy sector, machine irrigation and efficiency of water in rural sector.
Overall, eight strategic plans were developed within the project, based on such conceptual document as “Plan of integrated water resources management and water saving for Zarafshan River Basin”.
Integrated Water Management and Water Efficiency is a process for effective management of water resources due to improving coordination and integration of technical measures and planning at national and basin level.
The participants of the workshop received a chance to familiarize with the draft Water Code of Uzbekistan. Within the UNDP project, the current legislation on water was studied and the draft Water Code was developed. Representatives of 25 interested ministries and departments participated in the process of developing the document.
The draft Water Code differs from the law “On water and water use” (1993) with quality and novelty. It brings norms of different legislation on water use and protection to one document. The draft Water Code takes into account modern realities and includes over 130 new norms.
The document regulates new issues, which arose in practice and require legal regulation, including obligations of Uzbekistan in line with international agreements and eliminates gaps in the legislation.
Currently, the draft law submitted to the Cabinet of Ministers of Uzbekistan for approval. After its approval by the Government, the Uzbek parliament will consider it.
