CER holds briefing on quality of human capital

Tashkent, Uzbekistan (UzDaily.com) -- Center for Economic Research (CER) hosted a media-briefing titled “Quality of human capital in Uzbekistan: employment and education”.
The briefing was dedicated to results of two research projects “Human Capital for Sustainable Growth and Development” and “Employment in Uzbekistan: challenges and prospects.” Janna Fattahova, Head of the “Economic transformation” unit of the Center for Economic Research delivered the report at the briefing.
Current models of employment and education in Uzbekistan were formed under the conditions of transition from the planned system to the market relations.
The transition period complexities along with the growth of the capable population and capital-intensive growth of the economy predetermined employment model that can be characterized as a model of prompt reaction to the high level supply of the workforce.
This model is mainly oriented to the employment growth in the non-corporate sector, that is unstable, and which does not have the incentives to the innovations and growth of the labor efficiency.
Prevalence of the non-corporate sector in the structure of employment caused low demand for the labor force with the higher educational degree.
As experts noted, there are two main challenges for increasing the competitiveness and intensification of the modernization processes in the employment sector, achieving the simultaneous growth of employment and labor efficiency and in the education sector, increasing its level and linkage with the science and economy.
