"There is an enlargement moratorium, but the organization has observers. I think we will soon have to consider the end of the moratorium and the admission of new members," he said.
SCO member countries may play a big role in the improvement of the Central Asian situation, he said.
"The effective resolution of problems will necessitate the involvement of Iran and Pakistan [which currently have the observer status at the SCO]," he said.
The SCO is made up of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. Mongolia, Iran, India and Pakistan have the observer status.
