Heads of schools ordered to take measures to eliminate corruption

Tashkent, Uzbekistan (UzDaily.com) -- Directors of general schools should take measures to eliminate corruption and improve the activities of educational institutions. This was ordered during a meeting with the leadership of the Ministry of Public Education of Uzbekistan on 17 September 2018.
It was noted that under the leadership of the President of Uzbekistan Shavkat Mirziyoyev, measures are being taken to reform the sphere of public education and support teachers.
On 5 September 2018, the President signed a decree “On additional measures to improve the system of public education management”. The document provides schools with additional income from extra-budgetary revenues through rent, sponsors, additional circles and services, and the right to freely use them to encourage managers and employees. Previously, schools had the right to use only part of the resources they earned, and accordingly there was a low interest in legalizing the provided services.
The leadership of the Ministry underlined that now the school principals should work fairly and legally, and take advantage of the opportunities provided. It was emphasized that the capital’s schools should become an example for everyone else.
In addition, in order to eradicate the facts of corruption when enrolling children in educational institutions in high demand, from next year, starting from these schools, services for the enrollment of children will be provided through the Single Window Centers of the State Service Agency under the Ministry of Justice. Thus, the vicious practice of using high demand for illegal personal enrichment by some unscrupulous leaders and their intermediaries will be ruled out.
At the same time, for schools that have high demand from their parents in relation to their physical abilities, they will be given the right to create network schools under their brand. Accordingly, this will help reduce the deficit and corruption factors.
Successful directors will have the opportunity to earn more from these network schools, including through the introduction of a school voucher financing system (the principle of "money follows the student"). Within this system, successful schools will receive more funding.
Currently, about a hundred schools in Tashkent function with a lower contingent than their designed capacity due to the fact that their directors could not provide the appropriate level of education quality and parents are not interested in sending their children to such schools. Whereas in many successful schools there are not enough places physically, and training is carried out in several shifts. Heads of schools were instructed to improve the effectiveness of institutions in providing educational services. If the situation does not change, schools with low indicators will become branches of more successful educational institutions.
School principals should also eradicate the practice of informal fees for various purposes. It was noted that in the near future the Ministry will provide schools with a new mechanism for attracting sponsorship through online payment systems, using its directors can attract successful graduates to assist their school.
