Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan Shavkat Mirziyoyev signed a decree “On a legal experiment to introduce a special management order in the city of Tashkent”.
The document notes that starting from 1 September, a legal experiment will be started in Tashkent on introducing a special management procedure.
Within the framework of the experiment, the apparatus of khokims of the city of Tashkent and its constituent districts will be established.
The head of Uzbekistan gave the right to the khokim of Tashkent, in agreement with the relevant minister, to appoint and dismiss the heads of the territorial bodies of the Ministry of Finance, the Ministry of Economy, the Ministry of Construction, the Ministry of Housing and Public Services and the State Committee for Investments of Uzbekistan in Tashkent city, and the heads of their regional divisions - khokim of the district in agreement with the head of the corresponding territorial body of the state management.
The decree also envisages reduction of territorial interdepartmental collegial bodies (commissions, councils and others) with the participation of the khokim of the city of Tashkent and its deputies, endowed with state-power authorities, with the transfer of their tasks and functions to the relevant territorial government bodies.
The head of Uzbekistan ordered to create the Office for Operation of Channels and Improvement of the Adjacent Territories of Tashkent on the basis of the Specialized Directorate for Maintenance, Operation and Repair of Channels at the Main Administration for the Improvement of the City of Tashkent.
The Department of Transport and Development of Road Infrastructure of Tashkent is also being created. The new department will be subordinated to the capital’s khokim and develop urban transport.
The President instructed to introduce the posts of the first deputy khokim of Tashkent on architecture, capital construction and communications development, deputy khokim of Tashkent - the head of the Main Department of Housing and Public Services, the deputy khokim of Tashkent - the head of the channel operation and landscaping of the adjacent areas of Tashkent, Tashkent.
The decree approved a "road map" for a radical reform of the management system in Tashkent.
Until 1 October, the Uzbek leader ordered to hold an international competition for development of draft concepts of the master plan and the master plan itself of Tashkent. It is expected that before 1 January, the draft presidential decree on the approval of the concept of the master plan of city of Tashkent will be developed.
The President prohibited the demolition, reconstruction and capital construction work in the old city of Tashkent until the adoption of the master plan of the capital.
When constructing new residential areas in other districts of Tashkent, mandatory provision of complex placement of social facilities and extension of engineering and communication networks is envisaged.
The Department for the Maintenance of Administrative Buildings of the Center for Management of Municipal Assets is being established in the form of a state unitary enterprise. The Department will manage municipal property, including state-owned enterprises and stakes in the statutory fund of business entities that are in municipal ownership.
The Main Department of Construction of Tashkent together with the internal affairs bodies and territorial subdivisions of the State Committee for Competition of Uzbekistan will form the list of territories provided for the placement of facilities of external advertising objects.
The Khokimiyat was instructed to create interactive portals of the city khokims’ apparatus and its districts, which allow receiving real-time proposals and monitoring of local budget funds.
The portals also allow the interaction of the apparatus of khokims of Tashkent and the districts with residents of the corresponding territory through the reception of suggestions and comments of the residents of the capital on the improvement of housing and communal, transport and other infrastructure, landscaping.
The portals should help to react promptly to suggestions and comments of residents of the capital, as well as monitor the implementation of suggestions and comments of the residents of the capital.
Among the tasks of the portals is the open formation of the queue and the list of persons, requiring affordable housing in the city of Tashkent.
The Cabinet of Ministers, taking into account international experience, ordered to submit to the Legislative Chamber of Oliy Majlis the draft law "On the status of the capital of the Republic of Uzbekistan" by 1 December.
Based on the results of the legal experiment in Tashkent, until 1 July 2019, it was entrusted to draft a law “On state power in the field” in a new version and submit it to the parliament.
