Tashkent, Uzbekistan (UzDaily.com) -- Education system will be radically updated, the authority of a teacher in society will increase A meeting dedicated to the execution of tasks set by the President Shavkat Mirziyoyev on cardinal transformation of the public education system and its improvement in accordance with the requirements of the time was held at the Cabinet of Ministers of the Republic of Uzbekistan.
At the meeting conducted by the Prime Minister of the Republic of Uzbekistan A. Aripov, the results of the study in the public education system were analyzed. It was noted that the President as a whole is not satisfied with the current state of the sphere and it was criticized that despite the given tasks, there are no significant changes. In this connection, the main managers of the system are dismissed from their posts.
Turning employees of the education system into “assistants” in public works negatively affected the quality of their work. Unfortunately, despite the fact that the Head of the state has adopted relevant documents on prohibition of forced labor, some officials at places still cannot abandon old habits.
It was noted at the meeting that now such phenomena will be completely eliminated and those who commit such acts will be punished, up to bringing to criminal responsibility.
Irresponsible attitude to providing necessary conditions for the work of teachers, lack of funds in sufficient amount, led to a decrease in their credibility. This was the reason for leaving the sphere of the best personnel, especially male teachers. In the end, the unity of education and upbringing was damaged.
As it was noted at the meeting dedicated to the execution of tasks set by the President Shavkat Mirziyoyev on radical transformation of public education system, measures will now be taken on worthy encouragement and increasing the salaries of teachers. However, this process, which is not executable in one day, will be implemented in stages. In particular, infrastructure of schools will be improved for the full-fledged activity of teachers, new school buildings will be built. This, in turn, will certainly provide an opportunity for attracting qualified personnel, including male teachers, to school.
The main task of a teacher is the transfer of knowledge. Unfortunately, during the past time, this vital logic has been damaged. In addition to the fact that before this time, teachers were forcibly attracted to public works, frequent calls to meetings, compulsion to fill various papers were practiced. As a result, diligent teachers did not have time to improve their knowledge and skills, obtain information about innovations in the system of modern education.
The Prime Minister noted that the new head of the Ministry of Public Education must eliminate the situation, and in this direction the new Minister Sh.Shermatov was given necessary tasks.
At the meeting on radical transformation of the public education system, the implementation by schools of tasks set by the Ministry of Public Education, the inadmissibility of distribution of power by khokims or other officials to the education system, the refusal of the call practice of the system workers to meetings were noted.
Currently, 6 million children are studying in the country’s schools. If they get deep knowledge, we will reach the future, which we dream about.
As it was noted at the meeting, the infrastructure of the education system will be radically transformed in accordance with the requirements of the time, we can say will be completely updated. In this direction, relevant tasks will be given to the Minister of Public Education Sherzod Shermatov, Acting Deputy Ministers – Sarvar Bobokhodjayev, Alisher Umarov, Otabek Nazirov.
Direct targeted delivery of funds allocated to the education system will now be provided. The main thing is that these funds will be distributed by the Minister of Public Education. Comprehensive support for the education system, in particular the Ministry of Public Education, will become an important task for all managers.
At the meeting, attention was paid to the problem of textbooks – the most important source of education. If a textbook is qualitative, accessible and will reveal the essence of the subject – this will become the main factor for achieving the main goal.
In recent years, attention was drawn not to the content of a textbook, but to its author. Unfortunately, at the same time, the main criterion was measured by the notion: “A friend of such a person wrote this textbook”. The situation has reached such a degree that not only specialists, but even schoolchildren began to find mistakes in textbooks.
Moreover, how much money was spent to publish new textbooks in just 2-3 years. Meanwhile, the laws of the exact sciences – mathematics, chemistry, physics – remain unchanged. And the goal of a new compilation and publication of textbooks is clear. It’s no secret that this, of course, served the interests of authors and publishers.
At the meeting attention was paid to creation of textbooks in accordance with international standards. Necessary tasks were given in this direction.
Coordination with modern requirements of school infrastructure remains an important issue in the country. This was noted at the meeting on radical transformation of the public education system, which was held at the Cabinet of Ministers of the Republic of Uzbekistan.
As it was noted, most schools are two- or three-story buildings. Meanwhile, there are no obstacles to construction of four or five-story schools. On the contrary, this will improve the conditions in schools, create rooms, provide an opportunity for reaching more students. As a result of not using the opportunities in many territories, children are studying in three shifts.
At the meeting it was emphasized that in the “Model school” project, attention should be paid to creation of comprehensive amenities for students in schools.
For comprehensive development of schools, it is expedient to use internal opportunities. In this direction, the experience of one of the schools of Sergeli district of the capital was noted. The fact is that the school has a student garden, in which every student has an own tree. Students take care of trees, timely water them. This takes an important place in upbringing the child, together with formation of a sense of love for nature, it also contributes to an increase in a sense of responsibility. And the profit obtained from the gardens can be used in the interests of students.
Giving necessary tasks on increasing the authority of teachers, the Head of the state emphasized: “I will not respect the one who does not respect the teacher”.
Indeed, a teacher must be the owner of the most authoritative profession in society. And for this, all measures will be taken. Such approach has provided accelerated progress in Japan and Singapore – the countries that are considered to be among the most developed in the world.
At the meeting, Deputy Prime Ministers, heads of ministries and departments, the Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of the regions and the city of Tashkent and responsible workers of relevant organizations were given tasks on the considered issues.
