President of Uzbekistan signs law “On Forests” in new edition

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a law “On Forests” in new edition.
The law was passed by the Legislative Chamber on 1 December 2017 and approved by the Senate on 29 March 2018.
The document is aimed at further improving the norms of the current law, creating an effective system of protection, rational use, restoration and reproduction of forests, increasing the responsibility of state bodies, strengthening the role institutions of civil society, monitoring and control in this area.
For purpose of uniform application and elimination of different interpretations of terms and definitions, the notions "forest", "forest protection", "spurious forest use", "forest reproduction", "reforestation", "afforestation", "permanent forest users" and others are introduced.
The law sets the main directions of state policy and determines the powers of the State Committee of the Republic of Uzbekistan on Forestry and the State Committee of the Republic of Uzbekistan on Geology and Mineral Resources in this area.
This law envisages legal mechanisms for participation of self-governing bodies of citizens, NGOs and citizens in ensuring protection and use of forests. In particular, they will take part in implementation of programs and activities, conduct explanatory work among the population on the rational use of forests, implement public control, provide assistance and necessary assistance to state bodies in this area.
In addition, the law defines such measures for protection of forests, as the establishment of rules, norms and regulations, restrictions and prohibitions, prevention of violations of forest use, harmful effects on forests, their destruction, biotechnical activities and others.
The law significantly improves the basic rules of forest management. Thus, new types of forest management are being introduced, such as harvesting twigs and brushwood without cutting trees and shrubs, using for needs of fish farms, for development of ecological tourism, and for growing agricultural products. For the purposes of forest protection, the State Committee of the Republic of Uzbekistan on Forestry may establish restrictions or prohibitions on forest use.
According to the senators, adoption of this law will serve to strengthen the legislative basis for protection and rational use of the state forest fund, its flora and fauna, and enhance the effectiveness of law enforcement practice.
