A draft law “On public service” developed in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan developed a concept of the draft law “On public service”. On 19 July 2017, the Ministry of Employment and Labor Relations of Uzbekistan hosted a round table to discuss the draft law.
The event was attended by representatives of the Academy of Public Administration under the President of the Republic of Uzbekistan, the Ministry for the Development of Information Technologies and Communications, the Ministry of Justice, the Federation of Trade Unions of Uzbekistan, and the Chamber of Commerce and Industry of Uzbekistan.
The leading developer of the draft law is the Ministry of Employment and Labor Relations. The draft law “On civil service” was developed within the framework of implementation of the Strategy of Action for the five priority development directions of Uzbekistan for 2017-2021.
Minister of Employment and Labor Relations Aziz Abdukhakimov noted that the draft law is being prepared taking into account best international practices, and in addition to the basic concepts, it proposes to reflect a number of new novelties.
He said that the developed law will introduce the concept of meritocracy - the principle of management, according to which leading posts should be occupied by the most capable people, regardless of their social origin and financial prosperity.
The draft law is intended to regulate the legal status of civil servants, basic principles of organization and operation of the public service system, formation of the cadre of civil servants, issues of competitive recruitment, passage, evaluation of activities, dismissal from service, mechanisms for material and non-material encouragement of conscientious service, including social and pensions for state employees, as well as issues of official ethics and counteracting corruption.
The draft law will cover employees of 11 ministries, 7 state committees, 6 agencies, 3 committees under the Cabinet of Ministers, 6 Centers, 7 state inspectorates, as well as state authorities on the ground. Abdukhakimov noted that the law will cover more than 280 thousand civil servants.
Experts, who attended the meeting, noted that the essence and content of the concept of the draft law meets actual challenges, which the country faces, and could make a significant contribution to further improving the activities of public authorities and government.
Participants noted that the draft law should reflect the criteria for assessing the performance of civil servants (KPI), which should link the results of the civil servant’s work with the provision of public services.
The participants discussed the issues of promotion and social protection of civil servants, their recruitment and transfer to another position.
It was also noted that within the framework of the document it is planned to create the Agency for Civil Service Affairs. The agency will hold competitions and hire civil servants, develop regulatory and legal acts, proposals for improving the wage system and social protection of civil servants. The agency will develop systems for assessing the effectiveness of civil servants in conjunction with government agencies.
Soon the draft law will be published for discussion. Until the end of September 2017, the document will be submitted to the Cabinet of Ministers.
