E-SUD to be launched in Fergana valley

Tashkent, Uzbekistan (UzDaily.com) -- One of the priority areas of reforms carried out in Uzbekistan is to strengthen the judiciary as an independent branch of state power, as well as ensure guarantees of the protection of civil rights and freedoms. ‘Rule of Law Partnership in Uzbekistan’ joint project of the Supreme Court of the Republic of Uzbekistan, the United States Agency for International Development (USAID), and the United Nations Development Programme (UNDP) is also successfully implemented for these purposes.
Among the significant results of this fruitful cooperation should be noted the development and launching of the National information case management system E-SUD (http://v3.esud.uz/), which has passed the relevant expertise in the Ministry of Development of Information Technology and Communications of the Republic of Uzbekistan and has been included in the Register of state information resources and information systems of state bodies (www.reestr.uz).
At present E-SUD electronic case management system provides features, like submission of claims, petitions and accompanying documents in electronic form to courts, tracking the progress of case, without physically visiting the courthouse, delivery of court notices in electronic form, directly following their compilation, access to the procedural acts adopted when considering civil cases, access to court documents, including decisions and rulings upon their depersonalization.
In other words, E-SUD allows citizens and legal entities’ representatives to save time and resources, monitor the application process, quickly and conveniently obtain all the necessary information on civil case.
In turn, thanks to this information system judges have an opportunity to enhance the effectiveness of work with applications, eliminate duplicate functions, and automate repetitive processes and actions while considering civil cases.
In order to further increase the use of the National information case management system E-SUD in the regions of Uzbekistan ‘Rule of Law Partnership in Uzbekistan’ joint project experts conducted a series of specialized trainings for the civil courts of Andijan, Namangan and Ferghana regions. Court chairpersons, judges, heads of offices of inter-district civil courts, public utilities and state tax inspection employees, as well as lawyers participated in the events.
During the trainings goal and tasks, regulatory and legal framework of the creating and launching ICT in the judicial system, as well as the prerequisites for the development of E-SUD information system were described in detail.
More over participants were informed about stages of development and current services of the National information system, achieved results and plans for the development of new modules and services, and the integration of E-SUD with other information systems and resources.
Special attention was paid to the work in the information system itself. The procedure for entering the E-SUD and user’s ‘personal cabinet’, registration and authorization, working with applications and statements of claim, as well as attached documents were explained in detail.
During the trainings participants asked various kind of questions related to interaction with judicial executors, sending orders and execution lists, tracking the status of court cases in terms of performance and other practical aspects of the using of E-SUD information system. Trainers and specialists have given detailed answers to all questions of listeners. Trainings’ participants have also received CDs with presentations and manuals for working in the E-SUD information system.
It should be noted that in order to prepare material and technical basis for further launching the E-SUD information system in the regions, the Supreme Court of the Republic of Uzbekistan takes the necessary measures to additionally equip the inter-district civil courts with computer equipment and Internet connection.
At the moment local inter-regional networks have been launched in inter-district civil courts of Andijan, Fergana, Namangan, Syrdarya and Jizzakh regions, the necessary switching equipment has also been available, the workstations of judges and secretaries have been connected to the Internet (TAS-IX), and there is a necessary office equipment for connection and use of the information system.
