Programme of complex developing system of higher education adopted

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On measures on further developing system of higher education” on 20 April 2017.
The resolution was adopted in order to improve system of higher education and review system of cadres.
The resolution said that the working group studied the system of higher education and revealed several problems. It said that several higher education institutions do not meet modern requirements on scientific-pedagogic potential, educational-methodical and information support of education system, etc.
The higher education system should introduce advanced international experience to education process, improve skills of teachers and scholars via establishing close relations with leading foreign educational and scientific institutions.
The document underlined that the Uzbek universities should establish close partnership relations with leading foreign educational institutions. They also should introduce advanced pedagogic technologies, curriculum and educational materials.
The universities were entrusted to attract foreign teachers and scholars, as well as introduce modern ICT.
Uzbek President approved a programme on complex on developing the system of higher education for 2017-2021.
The programme includes measures on cardinally improving of higher education, strengthening and modernizing of material-technical base of higher educational institutions, equipping them with modern educational and scientific laboratory and ICT.
Within the programme, it is planned to construct, reconstruct and repair 180 objects of 48 universities, including campuses, labs, sport and social-engineering infrastructure objects.
The programme envisages equipment with the lab equipment of 400 educational labs at 53 universities. Inter-university of scientific labs will be created in 7 universities.
The resolution said that the quota of admission will be increased by 18% till 2021.
The programme envisages attraction of 350 foreign higher teachers and scholars to educational processes at the Uzbek universities each year.
Uzbek leader also provided tax preferences to the universities till 1 January 2022, including income tax for legal entities, single tax payment, VAT, mandatory payments to state funds.
The funds for over 1.7 trillion soums will be directed to implement the programme in 2017-2021. About 1.2 trillion soums will be directed to construction, reconstruction and repair of labs, sport halls and dormitories.
Over 500 billion soums will be spent to equipping with educational and laboratory equipment, furniture and equipment, creating interuniversity laboratory complexes for joint use, as well as for the development of information and communication technologies.
