Uzbek Higher Education Ministry comments growth of university tuitions

Tashkent, Uzbekistan (UzDaily.com) -- Ministry of Higher and Secondary Special Education of Uzbekistan commented hike of education tuitions at the higher educational establishments by 15% from 1 September 2015.
The ministry recalled that the part of entrants, who collected the highest points in exams, are studying at the university on state grants (in average 33% of entrants), while other who passed exams pay their tuitions themselves.
It added that students, who study on state grants and on contractual bases, received stipends each month. The ministry said that in many foreign states the monthly stipends are not paid.
Currently, the average monthly stipend in Uzbekistan makes up 300,000 soums or 3.6 million soums a year, which fully included to education cost. Share of stipends in tuition of students, who study on contractual bases, makes up 40-60%. This means that students receive half of tuition, paid to universities, as stipends. This allows students to focus on education and do not search job.
The Uzbek ministry said that in last year, stipends of students and salaries of teachers were increased by 23.2%, while tuition by 10%. This means that expenses of the universities increased faster than their revenues.
The growth of tuition by 15% from 1 September is also connected with the growth of stipends and salaries of teachers from 1 September by 10%, which could lead to misbalance of the universities’ off-budget expenses.
From 1 September, the tuition at contractual education set between 5.8 million soums to 8.5 million soums based on direction of education. The tuition without stipends make up from 2.2 million soums to 4.9 million soums or US$850-1,900.
The Uzbek ministry said that tuitions cover only part of expenses, while 90% of all expenses for strengthening material-technical base of the universities, modernization of their educational and social infrastructure, equipment and purchase of furniture and books are covered due to state resources.
